Our association, formerly known as Independent Cosmetic Manufacturers and Distributors (ICMAD), now known as the Independent Beauty Association (IBA), has been advocating for small businesses for over 45 years. ICMAD was founded in 1974 in response to a Federal proposal for unreasonable regulations.

Since that time, IBA has kept small and mid-sized cosmetics and personal care companies informed of the emerging laws and regulations that could impact their growth and success. In addition, we have continually advocated that proposed legislation be based on sound science and proportionality.

Today, IBA membership is comprised of more than 600 member companies representing a broad cross-section of the indie beauty industry. These include raw material and packaging suppliers, finished product manufacturers, brands, distributors, and retailers. We also have members who provide essential services such as legal, regulatory, export and business advice.

  • That consumers desire and deserve cosmetics and personal care products that enhance their lives and will not harm them;
  • That the best determinant of consumer safety is predicated on scientific principles and rigorous testing, not rumors and unverified claims on the Internet;
  • That entrepreneurs and small businesses, working within this framework, have a vital role to play in developing and delivering safe, effective, and life-enhancing products that consumers desire and well being;
